Water Treatment on the Verge of a New Era

The Komi Republic is about to house the production of titanium coagulant – a highly effective chemical for drinking water production, and industrial and municipal waste water treatment. The project is being realized by CJSC SITTEC in cooperation with LUKOIL Oil Company. LUKOIL-Komi LLC supplies raw material – oil and titanium ore from Yarega deposit.

How the idea came true

Titanium coagulant is an innovative highly effective chemical applied for drinking water production, and industrial and municipal waste water treatment, as well as for removing specific contaminants.

The fundamental background is supported by underlying concept of valence, confirming higher relative activity of titanium compared with aluminum and ferrum. The superior removal capacity of titanium coagulant is accounted for by the high adsorption capacity of titanium containing phases in the product, which has significant technical and economic advantages over aluminum- and ferrum-based coagulants produced by world’s leading producers.

Moreover, bactericidal properties of titanium coagulant in some cases allow abandoning chlorination. A pilot batch of the unique coagulant was produced eight years ago. It was then that it became clear that the new product had to be brought into industrial-scale production. CJSC SITTEC was created in 2008 to implement the idea.

SITTEC is part of IFD Kapital Group investing in oil and gas sector, construction, chemical industry, mass media, and high technologies. Over two billion roubles are supposed to be invested in the titanium coagulant production complex with the expected payback period of five years.

PechorNIPIneft, the Ukhta branch of LUKOIL-Engineering LLC, has played an active part in the project as a design organization over all the period of its realization.

The industrial scale realization of titanium coagulant project started on 20 April, 2011. A memorial capsule with a message for further generations was inserted at the construction site of the production complex in Nizhniy Domanik settlement, the Ukhta Region of the Komi Republic, and the project was given an official start. The participants in the ceremony stressed that the new project linked high technologies applied in different industries, with advanced equipment widely involved. The project assumed special prominence with the announcement of the Pure Water Federal Target Programme aimed at providing high-quality drinking water to the entire Russian population before 2017.

2011 saw construction works begin at the construction site of SITTEC’s titanium coagulant plant. The construction of principal production facilities was carried out under independent construction control (technical supervision). Most of the production equipment has been custom-built and is a unique non-standardized equipment.

SITTEC also reconstructed the Yarega deposit oil and titanium ore enrichment factory. In 2013 commissioning and start-up of the following equipment were carried out in the modernized factory: ball mill, block of flotation machines, flotation tailings thickening and filtration stations.

At the same time, the company set up external utility networks connecting all parts of the process chain between the enrichment factory and titanium coagulant chemical production.

The company is going through certification and licensing procedures as part of preparation for the start-up of batch production and realization of titanium coagulant. SITTEC has already obtained license for operating explosive and flammable production facilities, and carried out certification procedures which confirmed that the company’s quality control system, occupational safety and health management system and eco-management complied with Russian and international standards.

The Federal Agency for Technical Regulation and Metrology has granted SITTEC a GOST-R certificate of conformity for batch production of the product named Titanium coagulant. The certificate states that titanium coagulant meets all the regulatory requirements. SITTEC has also obtained a Certificate of State Registration stating that the competent authority of the Customs Union of Belarus, Kazakhstan, and Russia certified the conformance of titanium coagulant to the Unified Sanitary Epidemiological and Hygienic Requirements.

September 2013 saw a delegation of important guests visit the oil and titanium ore enrichment factory. The delegation included Valery Pak, Deputy Minister of Natural Resources and Environment of the Russian Federation/ Head of Rosnedra, Vyacheslav Gaizer, Head of the Komi Republic, Ravil Maganov, Senior Executive Vice-President of OJSC LUKOIL. The meeting was attended by the heads of the relevant ministries of the Komi Republic, the management of LUKOIL-Komi LLC and CJSC SITTEC, as well as by LUKOIL-Engineering LLC representatives.

Titanium coagulant production is planned to start in 2014 the total production volume being 25,000 tonnes per year. The new production is supposed to create 320 jobs with budgets getting long-term extra gains.

Tested and approved

In 2011 SITTEC agreed carrying out titanium coagulant tests in LUKOIL Group’s extracting, processing, and energy generating enterprises. The parties confirmed that the reagent effectively removed oil and petroleum products from waste and produced water.

From 2012, LUKOIL-Perm LLC, LUKOIL-Engineering LLC, and CJSC SITTEC have been carrying out joint programme of titanium coagulant pilot-scale application for the treatment of produced water in the reservoir pressure maintenance system in Malo-Usinskoe deposit, Perm Krai. The programme is aimed at proving the advantages of titanium coagulant in treating produced water in the reservoir pressure maintenance system. It is also supposed to increase the effectiveness of oil production through injection of pure water into a reservoir with thin colmatage layer.

The percentage of residual petroleum products and suspended elements within the first months of the tests was much lower than that required for injection in the reservoir. Following the results of the tests, over 120 thousand cubic metres of water were treated within 12 months with the estimated volume of additional oil recovery of 4%.

For more precise measurements of the results the company plans to carry out tracer tests aimed at estimating the efficiency of injecting water treated with titanium coagulant. It is also planned to increase application of titanium coagulant for industrial tests in other oil production facilities.

SITTEC is going to continue mutually beneficial cooperation with LUKOIL-Engineering LLC with the aim of bringing titanium coagulant to oil and gas industry.
